Evaluation of Germany’s Humanitarian Assistance Abroad
Description: For the first time Germany undertook a comprehensive assessment of its Humanitarian Assistance abroad. For this effort the German Federal Ministry for Economic Cooperation and Development and the Federal Foreign Office jointly undertook a number of preparatory studies (also partly executed by Channel Research) and this two year multi-country evaluation. Channel Research in collaboration with AGEG employed a core team of three consultants and eight international and local consultants for the six country-cases studies. The team worked for more than 700 working days, organised more than 10 workshops in the field and in Germany, and produced more than 10 comprehensive reports. The main topics were interface management between the two ministries, coordination and complementarity with interventions by other donors, especially the EU and UN organisations, appropriateness of the financing channels and linking up emergency relief, emergency and transitional aid, reconstruction and development cooperation (LRRD). The report has contributed to many discussions around the re-organisation of the German humanitarian assistance sector. Some members of the team have been mandated to continue advising the German government in improving its systems.

ACT Alliance Haiti Evaluation
Description: The evaluation is mainly a lessons learning exercise aiming at evaluating the impact of the ACT appeal in the Haiti emergency response and the ability to disseminate knowledge. In this perspective, it is planned to give recommendations to the partners for the formulation of the next phase. The objectives of the Evaluation are: 1) Assess the achievement of results of the Haiti ACT appeal in contributing to improving the recovery of the most vulnerable groups impacted by the earthquake and cholera; 2) Establish the performance of the Haiti ACT appeal in the context of management, coordination, reporting, monitoring and evaluation, visibility, communication and dissemination of information and partnership with local actors; and 3) Determine if and how the ACT response supported the local structures (state, local NGOs, churches) to better prepared to respond to any disaster. The evaluation had a documentation of lessons learnt and good practice in which ACT alliance want to identify lessons learnt and best practices which may benefit communities in their recovery and sustaining the impact of ACT appeal as well as enabling ACT members to improve future emergency response strategies.

Description: A practical course will enable participants to better manage the risks to their operations and to their host communities in conflict-prone environments. This training covers two key aspects: 1. Strategic training on the potential risks and opportunities with a focus for management, board of directors and ministry of mining representatives. 2. Methodology and implementation of applications training for field staff and SD professionals. Objectives: Highlight social risks and opportunities Manage community relations following four steps: • Understanding (key tools for stakeholder mapping and conflict mapping) • Engaging (community outreach project design) • The importance of grievance procedures • Monitoring and evaluating (tools to be proactive) Community relations according to mine project cycle (exploration, permitting, exploitation, closure) Allocating appropriate resources (human and financial) Set relevant performance indicators adapted to business and community requirements. Description: The Life and Peace Institute (LPI) is a Swedish-International ecumenical centre that promotes non-violent conflict transformation through research and action. It is currently working with local civil society organisations in Somalia, Sudan, Kenya, Ethiopia and DRC. Its largest (but not only) supporter/donor is SIDA. The assignment is to evaluate the activities and the work of LPI in these countries. It is funded by SIDA and carried out under a Framework Contract between SIDA and indevelop in which Channel Research is a consortium member. The Team Leader is Finn Skadkaer Pedersen who will visit Kenya, Sudan and Ethopia. For Channel Research, Andre Kahlmeyer will visit and evaluate LPI’s activities in Eastern DRC. Backstopping is provided by Pontus Modeer, Rightshouse Stockholm. An inception and a debriefing meeting take place at LPI Uppsala, as well as additional meetings with SIDA in Stockholm. Description: This 3-day course is the first of its nature in South Asia. It is a basic-to-intermediate level course and will use the OECD-DAC evaluation criteria. It has the following aims: 1) To make evaluations of humanitarian assistance more effective in contributing to improved performance and 2) To improve the quality of evaluation processes. The course is based on presenting both tools and methods of analysis. It presents an opportunity for learning and exchange between participants from different backgrounds and who play different roles related to evaluations. Participants are evaluators, those who commission evaluations, programme managers and users of evaluations. Evaluation of the ATHA Programme, 3-year review
Description: This evaluation was tasked with reviewing the 2008-10 programme on Advanced Training on Humanitarian Action (ATHA) and producing recommendations for the strategic direction of the programme in the coming years. The evaluation was to review the performance of the programme in the period 2008-10 and to highlight what to keep and what to develop in the next phase (2011-2013). It was also to review the functions, structure and management of the programme for the next phase. It was further to provide clear recommendations on the strategic direction of the programme for the period 2011-2013 with regards to guiding priorities and strategies, programme management and administration, function, funding, partnerships and target group relations. The evaluation looked at Relevance, Effectiveness and Efficiency of the training programme and consisted of: document review, a simple survey for people trained, focus group discussions and interviews with relevant stakeholders. The evaluation team produced an evaluation report, µwhich was presented and discussed at a workshop with Sida.

Description: The overall goal of the Programme for Peace Burundi Phase II is to establish a situation of unity and mutual acceptance between displaced and reintegrated persons and the receiving communities, to improve food production, incomes and productivity for poor and vulnerable households and to improve the capacity of local authorities to deliver basic social services and protection to targeted communities. The program target group (rights holders) include returnees, IDP’s, expellees, extremely vulnerable communities / and marginalized groups of persons such as aborigine people like Batwa, women-headed households, children-headed households, women, the elderly and disabled persons, PLWHA and landless people. Specific objectives of this project are: 1. Displaced people are accepted and reintegrated in the receiving communities2. Agricultural production, income and productivity for the poor and vulnerable in the target communes are improved3. Returnees and receiving communities enjoy good access to vital resources and services. The country evaluation Strengthening Transitional Justice Processes in Burundi
Description: The evaluated project is entitled “Strengthening transitional justice processes in Burundi”. It was implemented by the International Centre for Transitional Justice (ICTJ), a US-based non-governmental organization (NGO), from September 2008 to November 2010, in partnership with two Burundian partner organizations. The UNDEF grant amount was US$225,000. The project was related to the establishment in Burundi of a National Consultation Steering Committee (NCSC, Comité de pilotage tripartite) made up of government, UN and civil society representatives and tasked with addressing issues of national reconciliation and accountability for past large-scale human rights violations. The overall goal of the project was “to help the NCSC to achieve its mandate and promote transitional justice”. The project included the following elements: Provision of technical support to the NCSC; Capacity development of Burundian civil society organizations dealing with transitional justice issues; Research on reconciliation, reparations and institutional reform;Study on the nexus between transitional justice and the peace building process; Advocacy for the effective implementation of transitional justice mechanisms.

Evaluation of the MENA-OECD Investment Programme 2008-2010
Description: Evaluation of OECD-MENA (Middle East and North Africa) financial capacity building programme. It focuses mainly on the outputs, outcomes and impacts (in terms of increased efficiency, accountability and transparency of the public/private interfaces supporting a dynamic business environment) that have been achieved through the activities undertaken by the Investment Programme. Special attention is placed on the results of activities aimed at fostering regional policy dialogue and exchange of good practice between MENA and OECD countries, regional integration, regional convergence with international standards of national norms, policies, strategies, institutions and administrative practices in MENA countries. The evaluation examines this based on the mandate of the OECD Council.

Description: The Australian Middle East NGO Cooperation Agreement, Phase 2 (AMENCA2) (the Program) is a part of Australia’s development cooperation with the Palestinian Territories. The Program is a partnership between AusAID and Australian NGOs (ANGOs) linking NGO activities and expertise to Australia’s development cooperation strategy for the Middle East. The Program provides an allocation of $30 million over five years to ANGOs, based on common overarching programmatic objectives as well as objectives that are specific to each ANGO’s activity.. The objectives of the mid-term review are: (a) assess the overall performance and achievements of AMENCA2 as a whole to-date, synthesising results at the program level (b) assess the performance, progress and achievements of the specific activities funded under AMENCA2 (c) provide guidance to the implementing partners on how to improve implementation of the program and individual activities (d) assess the relevance and appropriateness of AMENCA2 within the context of AusAID’s Palestinian Territories program (e) provide advice and recommendations to strengthen the M&E strategy to assess results and impact at the AMENCA program level and analyse the existing M&E mechanisms (f) provide guidance for the final completion review of AMENCA2. Description: This course, based on the newest guidelines established by the OECD-DAC, provides methodologies for carrying out assessments of conflict sensitivity, conflict situations and, subsequently, evaluating the performance of peace-building and conflict prevention activities in a seminar format with focus on methods and challenges. The course is intended for those with experience in evaluations, and an interest in, and general experience of conflict situations. The course is facilitated by Emery Brusset, Director of Channel Research and Chris Barnett, Itad, both experienced in complex evaluations and performance management systems. They have both lately been involved in the OECD joint donor evaluations of conflict prevention and peace building initiatives in Southern Sudan and DR Congo. The course method is built on the sharing of expertise, achieved in an interactive way on the basis of specific project examples discussed and analysed jointly. Participants are therefore asked to contribute their own real life case studies, some of which will be selected for group work during the course. Description: Evaluation of DG ECHOs programming in Palestine and Lebanon since 2006 to provide lessons learning and accountability in view of improving the performance of ECHO’s future strategies in the oPt and Lebanon. The evaluation focuses on the effectiveness, appropriateness and relevance of ECHOs interventions and strategy in the region. The findings will feed will allow ECHO to ensure that its work and funding decisions are effective and continue to meet priority humanitarian needs, to set future priorities, and to assess possibilities for exit strategies. Description: The aim of the project is to develop an internal training programme for DG ECHO staff in the fields of “Disaster Risk Reduction” and “Climate Change Adaptation”. After a review of existing training material as well as consultation with other EU bodies (DEVCO, EEAS) and international organisations (OCHA, IFRC), a needs analysis and survey is done ECHO-internally. Evaluation of Alliance Development Works in Sri Lanka
Description: The Alliance Development Works is a network of German development and humanitarian NGOs. For the first time the Alliance has executed a joint programme financed by the German government (origin of funding from BMZ managed through GIZ). The programme addresses return and reintegration aspects of war affected communities in Northern Sri Lanka. The four partner organisations together with their local partners provide emergency support to returnees, reconstruct houses and community infrastructure, provide psycho-social support, income generating activities, food security and support in agriculture. The programme also foresees joint learning activities of the partners involved.
The objective of the evaluation is to assess the results of the programme and to draw lessons from the joint cooperation and learning aspects of the partners involved.

Description: The Observatoire de l’Afrique is a network of independent institutes and experts based in Europe and in Africa. It aims at encouraging discussion between African and European experts on African security and political issues. The overall objective is to create a forum for constructive dialogue and debate and provide useful conclusions to a wide range of policy makers. Channel Research facilitated the first partners meeting of the Observatoire. The objective of the meeting was to increase the ownership of the network partners in the organisation and also to formulate strategies and actions for the coming year. Description: The purpose of the evaluation is to improve programming for the peacebuilding programmes of SFCG. Evaluation of DRR in Indonesia
Description: At the end of 2010, the Operational Agreement between the French Red Cross, the Indonesian Red Cross and the national agency for disaster management (BNPB) came to an end. In the perspective of the renewal of this partnership, the French Red Cross commissioned an evaluation to assess the impact of the programme for the establishment of the Emergency Operation Centres.

Description: This intermediate-level course is intended for people who have already engaged in evaluations, or who have carried out work in peace-building and conflict prevention. Specific experience in conflict resolution evaluation is not required. The aim with this annual training is to enable professionals who will commission or carry out an evaluation to better understand the fundamental concepts used in this field and to allocate resources in an optimal way, whether this relates to data collection, human resources and time, or use of the final outputs. It is intended to be highly practical and aimed at the unique constraints of conflict affected or generally unstable environments. The course is designed around the main difficulties experienced by practitioners and drawing on the rich experience from the facilitators Ms. Margie Buchanan-Smith and Mr Emery Brusset, both veterans in the field of evaluating conflict prevention and peace building initiatives. The training will focus on: -Purpose, types and scope of peace building evaluation -Evaluation criteria, Channel Research’s conflict mapping method, data collection methods and analysis -Evaluation management -Use and dissemination of evaluations -Ethics in evaluation related to conflict prevention and peace building. Description: This course had the overall aim of making evaluations of humanitarian action more effective in contributing to the improved performance of interventions and to improve the quality of the evaluation process. The participants in previous years have come from OCHA, WFP, IOM, European Commision (DG ECHO), SIDA, Oxfam, RedR, DARA as well as practitioners, core evaluators, independent consultants and government officials. On 28 March 2005, a second earthquake measuring 8.7 on the Richter scale shook Nias to the ground. In Aceh and Nias, these earthquakes and the tsunami damaged most parts of the coastal areas, claimed heavy casualties, destroyed infrastructure, settlements, social facilities and government buildings, thus affecting the social and economic condition of the people. In order to maximize efficiency and effectiveness, the Government of Indonesia asked donors to pool their resources. In compliance with this request, the EC channeled its support for reconstruction through the Multi-Donor Fund for Aceh and Nias (MDF), which is administered by the World Bank (WB). The EC contribution to the MDF is €203.5 million. The EC co-chairs the MDF together with BRR and the WB. The general objective of the evaluation is to appraise progress of the MDF, to identify lessons learnt and to provide recommendations for change and improvements in the next phase of its implementation. Description: CDA is the Collaborative Learning Project & the Collaborative for Development Action, Inc, a non profit organisation committed to improving the effectiveness of international actors who provide humanitarian assistance, engage in peace practice, and are involved in supporting sustainable development. CDA is best known for its development of the peace and conflict impact assessment tool known as “Do No Harm” analysis. Evaluation of Dutch Humanitarian Assistance in the Great Lakes region (2000-2004)
Description: The Policy and Operations Evaluation Department (IOB) of the Netherlands Ministry of Foreign Affairs (MFA) is responsible for evaluations of Dutch foreign policy. IOB’s evaluation programme included an evaluation of Policy Article 3: Humanitarian assistance.
The focus of this evaluation was twofold. It entailed a comprehensive analysis of humanitarian assistance policy of the Netherlands and the ways in which the administrative and managerial procedures have been established and are being implemented, as well as an empirical analysis of a sample of completed and ongoing humanitarian assistance activities in recipient countries where a wide range of implementing agencies have been funded wholly or in part by the Netherlands.
The purpose of the evaluation was to carry out an independent assessment of the results of Dutch humanitarian assistance to Burundi and the Eastern DRC in the period 2000-2004. The evaluation focused on the implementation and results of humanitarian activities supported by the Netherlands, as well as review Dutch humanitarian policy and administrative procedures for the implementation of humanitarian assistance.
By providing an account of the humanitarian support, the evaluation also provided lessons for policy and programme improvement. It focused on results whilst also taking into account processes involved in the planning and delivery of humanitarian assistance in Burundi and the Eastern DRC. The evaluation examined the relevance of the humanitarian support, its effectiveness in terms of outputs, outcomes and impact, as well as its efficiency, notably in terms of connectedness, coherence and co-ordination.

Review of Project Proposals within the LICUS Implementation Trust Fund

Description: Evaluation of the Community Investment Programmes in Georgia, funded by the oil company BP and run by CARE and Mercy Corps. The pipeline which BP and seven other companies are building has been submitted to an extensive Environmental and Social Impact Assessment which recommended that risk mitigation measures be undertaken to reduce the negative impact of the project on neighbouring resident populations, and to develop goodwill among them. The evaluation is to determine the difference made by the project, and the degree to which it has contributed to peace and a reduction in the risk of sabotage or rent seeking.

Developing Better Methods of Evaluation: Conflict Resolution Through Public Awareness in Two Search for Common Ground Programs

National Transitional Government of Liberia took office in Oct 2003 and is preparing elections for the later government.

EC Conflict Prevention Identification Mission, Vietnam Highlands
Description: The team of two drew up a programme of conflict prevention for the Mountain populations of Vietnam, on behalf of the EC Delegation in Hanoi.
Their report follows a mission to the Central Highlands of Vietnam to consider the situation of the minorities in the region and to advise the European Commission on the modalities of future cooperation projects aimed at addressing the causes of the conflict in the region. The report presents the mission’s findings concerning human development conditions in the minority-populated areas of the Central Highlands, gives an analysis of the legal framework and of the government policies and practices relating to the minorities, and provides recommendations on sectors and geographical areas for project implementation.

Evaluation of Danish Humanitarian Mine Action, 1999-2003
Description: The objective of the evaluation was to assess relevance, efficiency, effectiveness, impact and sustainability of Danish support to mine action. The evaluation found that Danish assistance has contributed to commendable achievements of the mine action sector with evidence of significant positive impact. The need for mine action remains, however, considerable. The evaluation recommended mine action to be mainstreamed into the overall poverty reduction effort, ensuring the fundamental human rights of mine-affected populations. The outcome of the evaluation was used for revision of the Danish policy paper and developing new operational guidelines. The evaluation was carried out through field visits in Afghanistan, Laos, Nicaragua and Somaliland.

Evaluation of the Project Technical Assistance in the Rehabilitation of the Civil State
Description: Evaluation of a project which supports the rehabilitation of the civil state of Madagascar, financed with French cooperation from 1999 to 2003. This evaluation started in October 2003 and ended in December of the same year.
The aim of this project was to evaluate the relevance, the conditions of implementation, and the results of the project FAC « projet d’appui à la réhabilitation de l’état civil » in Madagascar. Its aim was to identify from these results the appropriateness and relevance of the project and the methodology used, the methods of implementation and their consistency with national politics, and to support the general policy of the Malagasy government with results from the evaluation to aid the decentralization process and rise of autonomy of local authorities. Furthermore, the prospects for French cooperation in Madagascar in the coming years were evaluated, as well as recommendations for continued support for the development of the civil state.

The evaluation contained conclusions and recommendations on both strategy and operational categories.
Under this evaluation, a review of ECHO’s policy of treating affected populations without regards to pre-conceived categories has also been completed. The review in Afghanistan is the third such exercise, reviews have already taken place in Sudan and Angola. This review includes a separate synthesis report of the three reviews.
