EHA gamma training June 2010

Description: This advanced training in the Evaluation of Humanitarian Action focuses on dealing with practical challenges in evaluation. This workshop is for those with extensive experience of evaluating humanitarian action, either as an evaluator or an evaluation manager.

It will provide an opportunity for participants to reflect on their own evaluation experience and to use this and the experiences of their peers to improve their own work.

The course will focus on areas which often pose challenges for evaluators and evaluation managers. It will also equip participants with a range of evaluation and evaluation management tools and resources, so that those who wish can deepen their knowledge of particular aspects of evaluation.
The course will touch base on Real-time evaluation, joint evaluation, the question of utilisation of evaluation, trends and will provide guidance on ethical issues in evaluation. There is room and flexibility built into the schedule, which means that the final schedule will depend on the evaluation issues and concerns brought up by the participants.

Develop local court integrity indicators

Description: This is a technical assistance/capacity development assignment where Channel Research has provided a team of experts to develop generic indicators for local court integrity monitoring, and will then support Tiri’s local partners in the countries in question to contextualise these and make them locally relevant. Evaluation of Microfinance regulation project

Description: IDLO commissioned Channel Research to undertake an evaluation of its three year project entitled, “Microfinance: Building Inclusive Financial Sectors and Supportive Legal and Regulatory Frameworks”.
The evaluation was carried out between October 2009 and January 2010 following OECD DAC evaluation criteria of effectiveness, relevance, results, coverage and sustainability.
Qualitative and quantitative data was collected through a document review, more than 60 semi-structured interviews with key informants were conducted, as well as a survey of 169 randomly selected project participants (for which 41 responses were received). The aim of the evaluation was to provide an overview of the project results, as well as identify key recommendations and lessons for future programming.

Final Evaluation Youth Education Pack Uganda

Evaluation of post-conflict programming of LWF in Sierra Leone and Liberia for FCA

Description: Evaluation of Finn Church Aid funded post-conflict programming of Lutheran World Federation in Sierra Leone and Liberia since 2001 and 1998 respectively. Mapping of Donor Coordination

Description: DG ECHO on behalf of GHD has commissioned this mapping exercise. The team undertook a baseline study of GHD donors’ field coordination practices in all major humanitarian crisis countries where a Humanitarian Coordinator has been appointed and where the Cluster Approach was being implemented.
The team has identified formal/informal donor coordination frameworks in selected field locations and collected data on field engagement of each donor participating in the field coordination framework. Evaluation of Multi Donor Trust Fund, Aceh, Indonesia

Description: On 26 December 2004, a first earthquake of an 8.9 magnitude on the Richter scale occurred below the Indian Ocean, northwest of Sumatra Island, causing a tsunami wave.

On 28 March 2005, a second earthquake measuring 8.7 on the Richter scale shook Nias to the ground. In Aceh and Nias, these earthquakes and the tsunami damaged most parts of the coastal areas, claimed heavy casualties, destroyed infrastructure, settlements, social facilities and government buildings, thus affecting the social and economic condition of the people. In order to maximize efficiency and effectiveness, the Government of Indonesia asked donors to pool their resources. In compliance with this request, the EC channeled its support for reconstruction through the Multi-Donor Fund for Aceh and Nias (MDF), which is administered by the World Bank (WB).

The EC contribution to the MDF is €203.5 million. The EC co-chairs the MDF together with BRR and the WB. The general objective of the evaluation is to appraise progress of the MDF, to identify lessons learnt and to provide recommendations for change and improvements in the next phase of its implementation.

This will be achieved through:

  1. an assessment of the current MDF program, namely the achievements to date in relation to its stated results: (a) regenerated communities and community infrastructure; (b) reduced poverty; © restarted livelihoods; (d) repaired larger infrastructure; (e) rebuilt governance; and (f) sustained environment; its consistency with priorities as formulated in the RAP and EC Tsunami Indicative Programme; and the MDF contribution to the overall reconstruction effort in Aceh.
  2. an assessment of the performance of the MDF as a tool for coordination, harmonization and policy dialogue in the context of the reconstruction process.

Evaluation of German Humanitarian Assistance: Phase I – Performance Assessment and Funding of International Organisations

Description: Following-up on a report of the German Court of Auditors, the Budget Committee of the Deutsche Bundestag (German parliament) has requested the Federal Foreign Office (AA) and the Federal Ministry for Economic Cooperation and Development (BMZ) to report on steps taken to improve on assessing performance and evaluating Germany’s voluntary contributions to International Organisations (I.O.). A major share of these contributions is earmarked for Humanitarian Assistance (HA) organisations and programmes, comprising emergency aid, including refugee aid (funded by the AA) and development-oriented emergency and transition aid, including food security programmes (funded by the BMZ).
Review of the current German system of performance assessments including (internal and external) evaluations of voluntary contributions to I.O. The sample selected for this study included the ICRC, WFP and UNHCR. The study looked at the evaluations functions of I.O., their systems for results based management and internal and external reporting.

Design of a Monitoring and Evaluation System for a Counter Terrorism Programme

Description: AED is seeking technical assistance to support the development of a Monitoring & Evaluation Plan and M&E tools/approaches for the Peace Through Development (PDEV) program. PDEV is a three-year USAID-funded program that aims to reduce the threat of extremism and terrorism in Chad, Niger, and Mauritania through innovative development approaches. LRRD II Joint Evaluation
